Pennsylvania Health Care Association Names Michael Jacobs as Association’s Next Leader

The Pennsylvania Health Care Association, Pennsylvania’s leading voice for long-term care in the commonwealth, today announced Michael Jacobs has been appointed as the new President and CEO, effective October 6, 2025. Jacobs will officially begin with PHCA in early September to begin the transition.

The Pennsylvania Health Care Association (PHCA), Pennsylvania’s leading voice for long-term care in the commonwealth, today announced Michael Jacobs has been appointed as the new President and CEO, effective October 6, 2025. Jacobs will officially begin with PHCA in early September to begin the transition.

This appointment comes after current President and CEO Zachary Shamberg shared his plans in June to leave the association to pursue a nationally-focused opportunity with a long-term care provider.

“We are incredibly grateful to Zach Shamberg for his outstanding contributions to the association,” said Bill Weisberg, Board Chair of PHCA. “As we bid him farewell, we are equally enthusiastic to welcome Michael Jacobs. His leadership, experience, and vision align perfectly with our strategic priorities, and we are confident that he will guide our association to new heights of success and impact.”

Jacobs brings a wealth of experience to this role, having previously served as a Vice President of Government Affairs, a consultant for the American Health Care Association (AHCA), and the Director of Advocacy and Legislative Affairs for PHCA from 2007-2014.

“I am honored and excited to step into the role of President and CEO for PHCA,” said Jacobs. “I have long advocated alongside the association in its commitment to advancing quality care and achieving significant reform for long-term care in Pennsylvania, and I look forward to working closely with the Board, staff, and our dedicated members to build upon the strong foundation and advance our shared goals.”

Under Shamberg’s leadership, the association has strengthened its position as the leading voice for long-term care in Pennsylvania. The Board of Directors extends its deepest gratitude to Shamberg for his unwavering dedication, vision, and tireless efforts on behalf of PHCA and its members.

"It has been the honor of a lifetime to lead the Pennsylvania Health Care Association since 2019, and to be a member of this fantastic team throughout the past twelve years. From the moment I arrived in Harrisburg in 2014 to serve as our Director of Government Affairs, I’ve had the privilege of working with amazing leaders in long-term care, and I am forever grateful for all their support and passion for our sector,” said Shamberg. “I am incredibly proud of what we have accomplished together, and I am confident that the association will continue to build on the momentum we’ve created. While I am excited for what’s next in my career, I will always cherish my time here and remain a strong supporter of the association’s mission and values.”
