PHCA Issues a Statement on the Passage of the 2025-26 Pennsylvania State Budget

PHCA President and CEO Michael Jacobs expressed deep disappointment that the long-delayed 2025–26 state budget fails to adequately support Pennsylvania’s frail seniors and the nursing home staff who care for them, urging state leaders to prioritize these needs moving forward.

Upon the passage of the 2025-2026 state budget, months past the constitutionally required deadline, PHCA President and CEO Michael Jacobs, issued the following statement:

“While we appreciate those who stood alongside us in support of the frail and elderly, their families, and frontline workers in nursing homes across Pennsylvania, today, we must confront a deeply disappointing reality. The dedicated, hardworking staff who are the backbone of care for Pennsylvania's seniors, have been waiting months for the support they need and deserve. They are battling growing needs with inadequate resources. With the recent passage of the OBBB in Washington, D.C. and the pressures on state Medicaid programs, it is imperative that our state government prioritizes seniors. This recently enacted state budget fails to do so.

Pennsylvania must prioritize the frail and elderly that reside in nursing homes today and in the future. We look forward to working with the General Assembly and the Governor to make this a reality.”
